2023

While Rep. Koenig never got a bill going, Rep. Michael Meredith and his bill, HB 551, saw his bill in the legislative session and a whopping 25-12 vote in the senate meaning sports betting was ready to launch in the Bluegrass State. Both online and retail sports betting are on the bill with retail betting launching on September 7 and online on September 28.

The bill is giving all 9 race tracks in the state sports betting licenses which allows each of them to partner with three online retailers each.

2022

For a fourth time, Rep. Koenig introduced another sports betting bill in HB 606, similar to his previous, however, without the requirement of an in person registration. The bill actually passed the legislative session with a 58-30 vote. The bill died in the senate where it went through without even a vote.

2021

Gov. Beshear shows his support for sports betting again in 2021 which led to Rep. Koenig submitting another proposal of his bill from 2020. Two other sports betting bills were also proposed along with Koenig’s bill. All three failed to pass through the committee and pushing sports betting to 2022.

2020

Governor Andy Beshear showed his support for HB 137 that was introduced by Rep. Koenig. The bill originally required all online betting accounts to be registered in person and did not allow for in state college betting which were later edited out. The legislative session came to an end without passing the bill.

Summary: “…amend KRS 230.215 to declare the intent to allow citizens to enjoy sports wagering and allow the racing commission to promulgate administrative regulations prescribing conditions under which sports wagering is to be conducted; amend KRS 230.225, KRS 230.240, and KRS 230.260 to include sports wagering; create a new section of KRS Chapter 230 to establish sports wagering licensure requirements…”
